IT COULD BE THE UNIQUE TOURIST ATTRACTION in Minnesota--a fire hydrant in the middle of the street on Jessie between Shawnees and the Tri-County Record. Is it temporary for emergency water supply. No, says the supervisior from Otomo Engineering, it is because the pressurized line has a concentratiion of clorine, and when the work is nearly finished it will be back flushed with water and the water line will be connected to a conventional hydrant in the sidewalk. Meanwhile it is the most famous Jessie Street dog stop attraction.
